Jim Luebbering joins Planning Department as Project Engineer
Development Services Executive Director Sam Huddleston has appointed Jim Luebbering as Project Engineer in the City of Murfreesboro Planning Department. Luebbering will assist with development plans review and approval, including new sites and subdivisions.
“We are pleased to announce the appointment of Jim Luebbering to the position of Project Engineer in Planning Department services for the City of Murfreesboro,” said Development Services Executive Director Sam Huddleston. “Jim has expertise in municipal engineering and plans review with superb knowledge of stormwater management in fast-growing communities, including Chattanooga. His experience will help us direct future development with developers in Middle Tennessee.”
Luebbering, a certified Public Engineer, joins Murfreesboro after serving as a Deputy Administrator in the City of Chattanooga Department of Transportation. He had oversight of traffic operations, design engineering, design reviews, state and federal contract administration, and management of federal grant programs funding local transportation infrastructure improvements.
Prior to serving as a Deputy Administrator, Luebbering was Assistant City Engineer in the Chattanooga Public Works Department, Water Quality Section, where he assisted the City Engineer with management of the Engineering Division. As Assistant City Engineer, his responsibilities included supervision of engineering design, flood control and floodplain program management and supervision.
Luebbering’s experience also includes serving as the Assistant Division Manager in the Public Works Department for the City of Orlando, Florida and Division Director of Building and Development Services for Henry County, Georgia. He has also worked in Rockdale, Georgia as Assistant Stormwater Director in the Stormwater Division of the Public Service and Engineering Department. His early career included work as an Auditor and Budget Analyst for the State of Missouri.
Luebbering is a Qualified Stormwater Management Inspector and a Registered Professional Engineer. He holds a Bachelor of Science degree in Civil Engineering from the University of Missouri, Kansas City and a B.S.B.A. in Finance and Banking from the University of Missouri, Columbia.
The City launched a new Development Services Division in early July 2018. Gary Whitaker serves as Assistant City Manager for Development and Coordination and Sam Huddleston as Executive Director for the Development Services Division.
