Community Development Department Public Comment for 2026 Action Plan
2026 Annual Action Plan (AAP) for City of Murfreesboro Federal Entitlement Funding
The City of Murfreesboro Community Development Department has announced a Public Notice for review of the draft 2026 Annual Action Plan (AAP). The City will discuss the draft and solicit comments on the Action Plan Wednesday, April 22, 2026, during a public meeting at Murfreesboro Municipal Airport, 1930 Memorial Blvd., beginning at 5:00 p.m. The public is invited to offer comments on the report.
The 2026 AAP outlines the City’s proposed strategies, priority needs, goals, and activities for the use of federal funds under the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) programs. It describes how the City intends to address housing, community development, and related service needs for low- and moderate-income residents. A copy of the draft Action Plan will be available for review Tuesday April 7, 2026, on the City’s website at www.murfreesborotn.gov/112/Community-Development.
The Public Notice on Friday, March 27, 2026, commences the 30-day public comment period as required by the U.S. Housing and Urban Development beginning Tuesday, April 7, 2026, and ending Wednesday, May 6, 2026. The AAP is a planning document required under HUD’s Consolidated Plan regulations and serves as the City’s application for certain Federal entitlement funds for Program Year 2026. HUD requires the City to submit an Action Plan report annually.
“The purpose of the Action Plan is to make the draft report available to the public for comments prior to its submittal to HUD,” said Robert Holtz, director of Community Development. “Draft copies of the draft 2026 Action Plan are available for review by the public on the City’s website and will be available at the public meeting on April 22, 2026. The draft AAP may be revised prior to submission to reflect adjustments to allocation amounts and public comments received.”
“The City of Murfreesboro partners with the federal government to fund a wide range of public service activities including childcare, healthcare, job training, homeless services and education programs,” added Holtz. “We encourage interested residents, community organizations, and other stakeholders to attend the public meeting and provide comments.”
The report identifies plans for addressing affordable housing, neighborhood improvements, public services, and activities to prevent and eliminate blight and homelessness, including anticipated program outcomes, target populations, and geographic focus areas within the City of Murfreesboro.
The City invites all citizens and organizations to attend the public meeting to comment orally or in writing on the draft 2026 AAP. The City of Murfreesboro will make reasonable accommodations and services necessary for sensory-impaired and disabled citizens at the meeting. The Community Development Department will accept written comments until 5:00 p.m. on the closing comment date, May 6, 2026, by e-mail or postmarked by mail no later than May 6, 2026, to 211 Bridge Avenue, Room 136, Murfreesboro, TN 37129.
