The 19-year old man killed in the crash on NW Broad Street on Wednesday, Nov. 6, has been identified as Justin Lee Howard (03-08-2000) of Readyville, Tenn.
An autopsy has been requested for Howard.
The case remains under investigation by F.A.C.T.
